How can I find out which states have low construction costs?

I am planning to open a business in a shopping center (approx 1400-1800 sq ft) and found out that the build-out will be extremely expensive in FL since construction costs are very high here. I am willing to open my business in another state but can't find information on which states have low (or even just lower than FL) construction costs. I am especailly interested in the comparison of construction costs between FL and the pacific NW.

low construction cost are in places with low income you might want to rethink this FLORIDA -HOT PNW- COOL cost about the same the real question is what else do you not know A GOOD BUSINESS PLAN considers the market not start-up cost
